How to think about it
Five delivery stages, every project. Requirements and assessment (survey, capacity and latency evaluation, feasibility analysis); solution design and planning (topology, routing, SLA and BCP design, T&Cs and milestones); provisioning and deployment (circuits, CPE, SD-WAN orchestration, parallel multi-site delivery); testing and acceptance (end-to-end validation, performance testing, KPI/SLA sign-off then cutover); operations and assurance (24/7 NOC, proactive alerting, visual portal).
Why the first stage matters most. Surveys are the step most often compressed because they produce no visible output. Skipping them is why projects discover, at acceptance, that some interface nobody remembered depends on a circuit that was decommissioned. Fredyun front-loads it deliberately.
Framework agreements. For organisations opening sites continuously, tendering each project separately costs more in elapsed time than it saves in price. Fredyun runs multi-year framework agreements — a listed internet company has a three-year ELV and AV framework covering mainland China — so new sites start under agreed terms immediately.
Licence scope
International and Hong Kong / Macau / Taiwan capacity is not built by Fredyun. China Mobile International (CMI), China Unicom Global (CUG) and China Telecom Global (CTG) hold the international telecom licences and supply the underlying circuits. Fredyun procures that licensed capacity and delivers convergence, routing, end-to-end provisioning and operations on top of it.
Fredyun itself holds a trans-regional value-added telecom business licence (B1-20235481) issued by China's Ministry of Industry and Information Technology, covering IDC, ISP, CDN and domestic internet VPN — trans-regional, not international. This boundary is stated explicitly in every proposal and contract.

Can we work under a framework agreement?

How is integration work priced?
Itemised: hardware schedule + implementation person-days + managed service fee. One-off costs such as equipment purchase, construction works and installation labour are listed separately in the proposal, so you can see what is capital and what is recurring. Final pricing follows the formal proposal and contract.
